         <description><![CDATA[<p>It's a totally different topic.  It seems to me that I read in the condo act somewhere, that<br />
boards of directors under the Ontario Condominium Act had the ability to make purchases<br />
to the tune of 10% of their annual operating budgets without permission from a meeting of<br />
owners.  I have scan read the condo act and haven't been able to find the section to point out to some of the directors (who never read the act at all, it seems) but who went through an elaborage exercise to be able to purchase above the terms of reference of an arcane document that precedes the act "Articles of Incorporation."  My instince tells me,<br />
(rightly or wrongly) if they would read the act now and then, they would not have needed to do that.  I don't know whether or not this is the appropriate place to ask a question.  If not, please forgive.</p>]]></description>

         <description><![CDATA[<p>Muriel, I think you are referring to Section 97 of the Condominium Act which allows the board of directors to carry out a change to the service, asset or alteration to the common elements with notice to the owners, if the costs are between 1% and less than 10% of the annual budget.  Notice has to be given to the owners, though, and the owners have a right to requisition a meeting.</p>

<p>If the owners do not requisition a meeting within 30 days of the notice, then the board can proceed.   Denise</p>]]></description>
